TIMELINE of the naming of the Vietnam Town Business District
Due to publicly obtained email records and documentation of events we were able to reconstruct a timeline that shows Madison Nguyen wasted precious tax dollars in her deception to "solicit" community input. Note: prior to the vote at the San Jose City Council Madison Nguyen had already decided and instructed the RDA that the area is called the Vietnam Town Business District and public funds are to be used for its promotion in behest of a major campaign contributor.
04/04/2007: Madison Nguyen instructs City Staff the area is called Vietnam Town Business District and $100,000 in tax money to fund monuments and banners designed by Lap Tang a private developer and a major campaign contributor. Soon after, Tang (Vietnam Town’s developer) placed numerous ads promoting: “Vietnam Town in the Heart of Vietnam Town Business District!”
06/05/2007: Council approved the project under the name “Vietnamese Business District”
08/15/2007: RDA held a mandatory community outreach meeting for banner designs (under the guise that the busisness district name was not yet named). By end of meeting, Councilwoman rejected community‘s overwhelming support for the proposed name Little Saigon. Councilwoman instructed City Staff to use public funds to survey the area around business district for a name consensus
10/10/2007: Tax payer funded survey overwhelmingly supports the name Little Saigon Business District
11/15/2007: Councilwoman ignored survey result, withdrew her earlier support for Vietnam Town Business District and “compromised” on the name New Saigon Business District, a name with the least support by District 7 residents and businesses impacted.
11/20/2007: Thousands of people showed up at City Council meeting to support Little Saigon, the imposed name “Saigon Business District” was approved by City Council instead. People’s voice was ignored.
02/08/2008: Madison Nguyen violates Brown Act. Forest Williams unknowingly provided key evidence on a television interview. (Links: ABC News, )
02/11/2008: Madison Nguyen suggests tax payers to foot city-wide vote on District 7’s local issue, the total cost would be $2.2 Million. Proposal abandoned after public outcry.
03/04/2008: SJ City Council rescinded the “Saigon Business District” vote due to Brown Act violation, but voted down Little Saigon based on fraudulent petition submitted by Henry Huong Le, (a private developer) and a major Madison Nguyen campaign donor.
03/25/2008: SJ City Attorney declared the petition submitted by Henry Huong Le as a falsified document. City Attorney decided not to charge Henry Huong Le with criminal charges since there is no specific .
